Default what are the laws about elderly staying alone in their on home?

I have a neighbor that is in her ninities, she falls once an awhile (maybe once a month), but she don't really hurt herself, maybe some bruises or scratchs. she lives by herself and she wants to keep it that way and she ownes her own home and land. Her daughter in law tell her that she needs someone with her 24hrs a day because the state will come and take her to a nursing home and will take her farm. Is the daughter in law right or wrong. ------
