Default estate planning for non-citizen spouse?

My husband is not yet a US citizen, and what I want to know is, if I say in our will that everything goes to him, would the government make it hard for him to get my assets if I died first? Would the fact that he's not a citizen make it any different than if he died and left everything to me? If so, how can I guarantee that he won't have to deal with financial headaches in the event of my death? ------
